Elliot M. Barner, Associate
Elliot Barner has been with Radcliffe Bobbitt Adams Polley PLLC since 2010. Mr. Barner currently serves as general counsel, bond counsel and special counsel to various types of special districts and water districts, including municipal utility districts, fresh water supply districts, water control and improvement districts, water supply corporations and emergency services districts. His responsibilities relate to the financing, development, and operation of those entities and include: loan financings with the Texas Water Development Board; acquisition and leasing of real property and facilities; implementation of policies and programs concerning investment of public funds, eminent domain reporting requirements, tax-exempt debt compliance, and employment matters. In addition, Elliot has also represented clients before the State Office of Administrative Hearings.
Mr. Barner has made presentations on topics related to the Public Information Act and the application of the Open Meetings Act on the use of technology.
In his personal time, Mr. Barner enjoys traveling, listening to music and spending time with his wife, Robin.

South Texas College of Law (J.D. 2003). Mr. Barner also received a Postgraduate Diploma in International Commercial Business Law from University of East Anglia (2004). In addition, Mr. Barner is licensed in the Northern, Eastern, and Western Districts of Texas of The United States District Court.
